- Work experience in Canada: Have worked at least 1 year (1,560 hours) in the last 3 years in a skilled job (NOC TEER 0, 1, 2, or 3).
- Legal status in Canada: The work experience must have been acquired with a valid work permit.
- Language proficiency: Demonstrate skills in English or French through an approved language test (CLB 7 for NOC TEER 0 and 1, CLB 5 for NOC TEER 2 and 3).
- Intention to reside outside of Quebec: This program is exclusively for those who plan to live in provinces outside of Quebec.
